Heritage Empowered Arts Legacy, (“HEAL”) Office of Philanthropy was established to assist minorities in the presentation and preservation of the historical, cultural and artistic legacies. Included in HEAL’s focus, is the commitment to children failing to achieve and experience the benefits of education in California. It is because of this commitment that an “educational” component of HEAL (“Advansando En Tus Estudios” (Advance in your studies) was added, focusing on one-on-one tutoring of “at-risk” children in Los Angeles. English Learners have been an especially significant group of “at-risk’ children that have continued to increase in numbers indicating the need for specialized instructional support. HEAL has developed a program which will provide assistance to those “at-risk” children assisting them in reaching the proper grade level in language arts and mathematics.
Element I. Program
The HEAL instructional program will provide one-on-one tutoring in reading and mathematics to children ( K – 5) who are identified to be below grade level in either areas. The tutoring will be conducted outside of the student’s school at the student’s home after school hours. The tutoring program will be secular, neutral and non-ideological. HEAL’s main goals are to assist children who are of low-income reach their grade level in English-Language Arts and Mathematics, and enhance their educational performance in school through the addition of one-on-one tutoring after school and during the summer tutoring sessions. One-on-one tutoring has been recognized as an effective method assisting children in deficient areas of studies, as cited in the United States Department of Education’s list of Gold Standard Findings, relying on the research of R.L. Allington in 2005. Allington, R. L. (2005). The other five "pillars" of effective reading instruction. Reading Today, 22(6), 3. HEAL will continue to utilize this effective method of instruction.
HEAL’s instructional program will be consistent with the English-Language Arts Contents Standards and the Mathematics Content Standards for California Public Schools, focusing on the skills, knowledge and abilities required by the State of California for its students. These standards will provide the requisite skills that each student is expected to have mastered by the end of each respective grade level.
The English-Language Arts Contents Standards will focus on the essential discipline of being able to read, write, listen and speak. The Mathematics Contents Standards will focus on student development in fluency in basic computational skills and understanding mathematical concepts.
HEAL will be distinguishable from some current tutorial providers in that HEAL’s program is specially based on the actual student’s local school curriculum as required by the California Department of Education. HEAL will utilize the California Department of Education, California Standards Test (“CST”) to assess the deficiencies of the students. The CST is useful in monitoring the progress of students in the acquisition of basic skills. HEAL will further assist each student by using the Reading/Language Arts Framework for California Public Schools and Mathematics Framework for California Public Schools as well as the methods of instruction used at the individual local school. This allows “re-enforcement” of the instructional techniques utilized in each student’s classroom, which HEAL has determined to be vital. HEAL will develop “personalized” lessons plans utilizing the Reading/Language Arts Framework for California Public Schools and Mathematics Framework for California Public Schools. The lesson plans will be based on the student’s CST assessment and specific curriculum used by the students’ school. Depending on the needs of the students, the deficient area(s) will be emphasized during the tutoring lesson.

The HEAL program will be available to all students. Because of the diversity of the tutoring staff of HEAL, students with disabilities will be readily assessed by the HEAL staff, and depending on the severity of the disability, the student will be allowed to participate in the HEAL program.
Again, based on the expertise of the staff, HEAL will also be able to assist English Learners. It is expected that the majority of students assisted by HEAL will be English Learners. The staff of HEAL has many years of identifying English Learners as well as the effective instruction of these students. HEAL will utilize English Learner Workbook and the English Learner Support Guide (McGraw-Hill 2002) in the instruction of the English Learner students. The instruction of English Learners will be conducted in conjunction with the instruction in that child’s school. HEAL believes it is vital to have consistent instruction to children who are below grade level. HEAL will continue to instruct and reinforce that which is taught to the child in class.
Element II. Staff and Resources
A. Staff
The staff of tutors utilized by HEAL will be predominantly individuals with a higher learning degree including licensed elementary school teachers from within the students’ school district. The many years of teaching and administrative experience provide the expertise to train tutors, assist with lesson planning, evaluate student skills and supervise instruction. The experience further allows the recognition of learning gaps of “at-risk” students which have prevented the student from studying at grade level.
B. Description of Staffing
HEAL will utilize the staff described above in the day-to-day operation of the tutoring program.
The tutoring service to be provided by HEAL will in be “in-home” and not in the offices of HEAL.
The service provided by HEAL will be “in-home,” or at the students public school therefore, there will be no student transportation necessary.
D. On-line Services
Not Applicable. HEAL will not be providing “On-Line” tutoring services at this time.
E. Monitoring Procedures for Personnel Updates
HEAL will provide to the Local Education Agency (“LEA”), memorandum indicating the initial staffing personnel. Upon any change of staffing at HEAL, the LEA will be notified within 30 days of such change, or as required by the LEA.
F. Staff Background Checks
HEAL will require all prospective staff to submit to a background check processed through the California Department of Justice. Fingerprinting will be conducted by way of “live-scan.” Each prospective staff member will be required to take a Tuberculosis test and provide documentation of a negative result.
Element III. High Quality Research and Program Effectiveness
It has been widely shown that one-on-one tutoring is an effective method of instruction for children. Wasik & Slavin (1993) Preventing early reading failure with one-to-one tutoring: Reading Research Quarterly, 28. The Rand Corporation, after examining nine large urban school districts, concluded that tutoring has a “positive influence on reading and math scores . . .” Tutoring can be of special assistance to low-achieving students, with the largest average positive effect size occurring for the reading strategies that used one-on-one tutoring. B. Elbaum, How effective is one-to-one tutoring. (2000).
